This paper, presented on behalf of the local organizations affiliated with the Syrian NGO Alliance, calls for a fundamental shift in the humanitarian response approach in Syria, moving away from reliance on short-term emergency aid toward a model focused on sustainable recovery, localization of humanitarian action, and building fair partnerships.
